[libvoikko] Instructions for using voikkotest

Here are some instructions on how to set up the canonical test/development 
environment for libvoikko and how to run the test suite. This is primarily 
for people who are developing the Finnish Malaga morphology or any code in 
libvoikko that may affect Finnish checking or hyphenation. Which means 
historically mostly me but since there are some committers who may in the 
future wish to modify libvoikko in ways that can affect more than just 
experimental parts it is good to have the instructions available:

This page mostly supersedes the Finnish page at

which has not been updated in a while.

These instructions should also be useful for improving Windows and OS X ports. 
If you can get the test suite pass on these platforms (this has not been done 
as far as I know) it will greatly help keeping these ports releasable in the 
future.
