[libvoikko] Sámi/HFST , anything new?

The HFST library can very well continue to be released under GPL2 as a 
whole.

There is one part of the HFST library, i.e. the runtime or optimized 
lookup library, which we in Helsinki have created ourselves from scratch 
and for which we can issue additional license options, e.g. the Apache 
license. The intention was to have the optimized lookup code as GPL2 
when it is part of the HFST library and as an Apache license if it is 
used as stand-alone code.

The idea is that someone with proprietary lexicon content can use the 
HFST tools to create lexical transducers which they compile into the 
optimized lookup format. They can then use the stand-alone 
optimized-lookup code to access their proprietary lexicons as part of a 
proprietary application due to the Apache license.
