[libvoikko] Libvoikko 3.7 will be released soon

I will release 3.7rc1 in a few days and the final 3.7 will be released soon 
afterwards if no new problems are found.

The release will be made from the master branch. If there are any (correct and 
tested) changes or fixes on the gramchk branch that you wish to see in the new 
release, feel free to merge them now. The differences between master and 
gramchk branches can be seen here:
