[libvoikko] HFST support to libvoikko in Debian and Ubuntu?

Hi!

Two cents frome me:

1) I think this is a very good and desirable path forward; there are also other package systems that should be considered in addition, but Debian is probably the place to start

2) We should involve the HFST team in the process. I have CC’d the team leader Krister Lindén
