Try

  voikkospell -d fi-x-hfst

instead. Voikkospell uses the new API and thus needs full language tags now. 
Other tools (voikkogc and voikkohyphenate) are still to be ported to the new 
API which means they use plain variant names. I'll fix them and clarify the 
documentation soon.
