[libvoikko] Compatibility tests for libvoikko

Typically while developing libvoikko I use latest development versions of 
morphologies or other dictionary material. This is a reasonable thing to do 
but there is a risk that some bugs cannot be detected if they only affect 
configurations where older (stable and released) morphologies are used.

Earlier this week I accidentally broke libvoikko in a way that slipped past 
the automated tests due to this. To make sure that this won't happen again 
voikkotest now supports running compatibility tests against older, released 
versions of Suomi-malaga or other backend morphologies.

Testers and developers are encouraged (but not required) to use this facility. 
Voikkotest will only warn if it cannot find any compatibility tests.

At this point this does not affect people who mainly work with HFST since it 
is an experimental backend and thus does not yet have any compatibility 
requirements.
