I agree, the best user experience would be to download single applications, probably one application per language (or bundles of a few related languages). I believe it most closely reflect the regular usage pattern: each user usually needs only one language. Thus there is little need to download additional dictionaries, and in the few cases there is such a need, downloading and installing multiple application bundles should be ok.
