[libvoikko] BCP 47 in LibreOffice

Support for BCP 47 language tags in LibreOffice has just improved 
dramatically:

I still need some time (more than I currently have) to play with this to 
understand what exactly is now possible to do without modifying the source of 
LibreOffice or libreoffice-voikko. But definitely things are moving in a good 
direction.
