[libvoikko] ZHFST, libreffice-voikko and Windows: new test build available

I am finally back at following up on the zhfst support:

The major issue is that 3.3 does not include a critical bug fix:

Would it be possible to backport this bugfix to LO-voikko 3.3, and release it as 3.3.1? As it is now, it doesn’t make sense to publish anything on the Mac using LO-voikko 3.3, as the oxt (and in fact the whole LO) is unusable because of very frequent and long hangs.

I would prefer a proper release 3.3.1, so that we have a common code base and version number to refer to.
