[libvoikko] Libreoffice-voikko for Windows (se + fi) available for testing

Now we have something to test on Windows:

The extension supports both ZHFST and Malaga spellers (dictionary formats 3 
and 2) and contains dictionaries in both formats.

Libvoikko, tinyxml2, hfst-ospell and libarchive have been built with
GCC 4.9.1 (cross compiler running on 64 bit Linux).

Libreoffice-voikko has been built with Microsoft Visual C++
2005 Express Edition.


Please test and report any bugs. With very limited testing this seems to work 
fine on Windows XP.
