[libvoikko] Libreoffice-voikko 4.1rc1 and libvoikko 3.7.1rc1

Two new release candidates are available for testing:

  http://www.puimula.org/htp/testing/libreoffice-voikko-4.1rc1.tar.gz
  http://www.puimula.org/htp/testing/libvoikko-3.7.1rc1.tar.gz

These releases are not related. It is just less work for me to test and 
release them simultaneously.

Changes in libreoffice-voikko since 4.0:

 * Switch to passive component registration for more reliable installation
   and uninstallation.
 * Build and runtime compatibility fixes for latest versions of LibreOffice,
   OS X and FreeBSD.

Changes in libvoikko since 3.7:

 * Finnish grammar checker now handles numeric references to footnotes.
 * Libvoikko builds with the latest clang compiler.
 * Small errors in documentation have been fixed.
 * Experimental VFST backend has its own dictionary format (version 5).
 * Lots of improvements in the experimental VFST backend.
