[libvoikko] Libvoikko 4.0rc1, voikko-fi 2.0rc1, libreoffice-voikko 5.0rc1

Three release candidates for major releases are available for testing:

The most significant changes in these releases that make them worth the new 
major version number are the following:

 * Libvoikko: changes in default build configuration disabling Malaga and 
enabling HFST and VFST backends by default.

 * Voikko-fi: this package was renamed from suomi-malaga. Finnish VFST 
dictionary is now ready for production use.

 * Libreoffice-voikko: The code was re-written in Python. The Python module 
from libvoikko 4.0 is required to use this release.

If you use or package these software packages please test these release 
candidates and report any problems including those caused by insufficient 
documentation.
