[libvoikko] Suggestion language can be independent of both Default and set language

Here is food for thought:

What other information do you need for this?

I have two instances of typing Finnish text when the LO 4.4.2.2
when the default language is not Finnish; it is myv (Erzya).

In the Default = myv (Erzya) a suggestion comes for sms (Skolt Sami)
(fin-text_Default-myv_Sugg-sms)

In the Default = myv (Erzya) where the text is identified as fin (Finnish)
a suggestion comes for sms (Skolt Sami)
