[libvoikko] Updated autotools code for Foma

Hi!

I have refreshed the autotools branch of Foma that was originally available at 
Google Code and published a copy on GitHub:

  https://github.com/hatapitk/foma/tree/autotools2

The changes there should be minimal, just enough to make it work again with 
the latest revision before Google Code became read only. Most of the changes 
are in fact from Sjur, I mostly deleted things that caused errors and were not 
absolutely necessary.

The automated Debian packaging script at

  https://github.com/voikko/debian-packages/blob/master/tools/makevoikkodeb

has also been updated to use this branch so that it continues to work after 
January 2016 when svn access to Google Code is discontinued. So "makevoikkodeb 
foma" should still produce working if not really standards compliant Debian 
package for developers.
