[libvoikko] Libvoikko 4.1

Libvoikko 4.1 has been released. There were no changes after 4.1rc1.

A reminder from our VFST transition plan 
(http://voikko.puimula.org/vfst-transition.html): Support for Malaga 
morphology in libvoikko and voikko-fi will only be provided until the 
end of February 2017. Thus it is likely that libvoikko 4.1 will be the 
last release to contain support for Malaga dictionaries (dictionary 
format 2). If you are still using this old format please make sure that 
you can upgrade to a supported dictionary format soon.
