[libvoikko] HFST support to libvoikko in Debian and Ubuntu?

Well, if it has to also go into Ubuntu main, I'll certainly be part of that
as well. I already build the nightly packages for all supported Ubuntus...

As usual, it's just the tests that fail. Pushed a workaround to Debian and
filed a bug with HFST.
