[libvoikko] HFST support to libvoikko in Debian and Ubuntu?

Last spam about this topic: hfst-ospell was approved to the 'main'
component in Ubuntu, and libvoikko is now directly synced from Debian.
This means Ubuntu 17.10 and 18.04 LTS will have libvoikko with HFST
support enabled similar to what Debian 9.0 already has.
