This finally evolved now thanks to gspell developer looking at it and
filing a bug to enchant:

https://github.com/AbiWord/enchant/issues/259

So fixed now in enchant 2.2.12, but bug remaining in all currently
released distributions.

For Debian/Ubuntu first Debian would need 2.2.12 (they seem to be
stuck in 2.2.8 at the moment). Then Ubuntu 21.04 should get it. After
that a patch to fixing the specific bug should be backported to Ubuntu
20.10's and 20.04 LTS's 2.2.8.

Likewise could be pursued for eg Fedora, RHEL, openSUSE 15.2 (I can
work on openSUSE at some point) etc. SLE15 doesn't seem to officially
support Voikko, SLE12 did.
