[libvoikko] Libvoikko 3.1

Libvoikko 3.1 has been released. Source code and release notes are available 
at our SourceForge project pages.

I did make a small change after the latest release candidate (rc3). I had 
forgotten to copy MSVC project configuration changes from debug configuration 
to release configuration. This is fixed now so building in release mode should 
work too.

Windows build instructions have also been updated. They can now be found from 
the Wiki where they can be more easily updated. The instructions no longer use 
GCC. If someone still builds libvoikko with GCC on Windows it would be nice to 
have up to date instructions re-added to the Wiki:
