[libvoikko] --disable-extdicts

There is now a new configuration option --disable-extdicts available in the 
SVN trunk of libvoikko. When this option is used libvoikko will only use 
dictionaries from the location specified by the application that calls the 
library and ignores any system dictionaries that may be available. This will 
make it much safer to distribute extensions or applications that contain a 
modified or experimental version of libvoikko.
