[libvoikko] HFST support to libvoikko in Debian and Ubuntu?

Definitely need zhfst support, as both Giellatekno and Apertium produce
zhfst spellers.

Also, the dictionary search path should include /usr/share/voikko as zhfst
files are not platform specific and thus don't belong in lib/
