[libvoikko] Libvoikko 4.1.1

Libvoikko 4.1.1 has now been released (no changes after rc2).

Removal of support for dictionary format 2 (Malaga) has now happened in 
Git master. This affects libvoikko, voikko-fi, integration tests and 
some developer tools. In case you still need to go back and do something 
with Malaga there is a tag "before-malaga-removal" that points to the 
revision just before the commits that started the removal.
